UK: Phillipe Leboeuf has been named as the managing director of the new Raffles London at the OWO.
The Old War Office, or OWO, is the site of Accor’s upcoming Raffles London hotel, which is set to be one of the industry’s largest hotel openings in 2022. The Grade II building, which was completed in 1906 and designed by William Young, has undergone a five-year renovation to transform it into a 125-room hotel, 85 branded residences, nine restaurants and bars, and an immersive spa.
The building, located across from Horse Guards and St. James Park, is full of history, as it has been utilised by a number of historical figures including Winston Churchill and David Lloyd George and was a source of inspiration for Ian Fleming to write James Bond. The building was also featured in the James Bond films and The Crown.
Leboeuf’s role, which begins this month, will be to oversee the property and execute its operations.

Leboeuf has over 30 years of experience in the sector. Prior to this new appointment, Leboeuf previously worked at Mandarin Oriental Hotel Group as the regional vice president operations since 2013. He also worked as the general manager of the Mandarin Oriental Paris since 2010.
Before these positions, Leboeuf spent three years as the general manager of Claridge’s. He has also held an array of senior management positions at other companies including Rosewood Hotels & Resorts, The Carlyle in New York, Leading Hotels of the World, and Hôtel de Crillon in Paris.
Leboeuf obtained an HEC Paris Master’s Degree in finance and advanced general management. Additionally, he holds a diploma in hotel administration from the Cornell School of Hotel Management.
